Restricted Use Pesticide Dealer License & Bulk Dealer Permit

Important Notices:
Please read for important information and changes regarding the Restricted Use Pesticide Dealer licensing program. 

The Arkansas Department of Agriculture (Department) is in the process of going paperless and updating the licensing database.  This may cause delays in the licensing process.  To ensure your application is processed in a timely manner be sure to provide ALL required information on the application form.  If you have questions or need immediate assistance, please contact the Pesticide Section at 501-225-1598.

Restricted Use Pesticide Dealer License

The following section explains the steps required to obtain and maintain a RUP Dealer License.

Requirements for a Restricted Use Pesticide Dealer License:

A Restricted Use Pesticide Dealer License require any person(s) who distributes products classified as Class E, F, or H or restricted-use pesticides within the State of Arkansas.

Arkansas Regulations on Pesticide Classification- defines all products classified as Class E, F, or H.

Dealers with multiple locations within the State of Arkansas must complete a separate application for each location which distributes pesticides.

Out of state dealers may obtain a single license for their principal location which distributes pesticides into the State of Arkansas. Out of state dealers must complete a Power of Attorney form designating a resident agent for services of process.

Record-keeping Requirements:
All records of sale or distribution of Category E, F, or H or restricted-use pesticides must be maintained by the dealer for a period of two years from the date of sale. Record keeping forms may be obtained from the office or print the form DP-37 Dealer's Record of Purchase of Restricted Use Pesticides from the Department website.

How To Obtain A RUP Dealer License:

Complete an Application for RUP Dealer License (DP-23).  Items to be submitted with application:

  • License fee of $65.00
  • Power of Attorney form (if applicable)

There are two options to obtain and submit an application form:

Option 1 - By Mail:

Go to Pesticide Section Forms Website, scroll down to “Application Forms and Associated Fees to be Submitted by Mail:”, open and print DP-23.  Complete the DP-23, sign, date, and mail the form along with the appropriate fee (check or money order) to:

Make check/money order payable to:

Option 2 - Online:

Go to Pesticide Section Forms Website, scroll down to “Application Forms and Associated Fees to be Submitted Online” and follow the instructions on how to complete and submit the DP-23 along with the appropriate fee online.

A License will be issued and mailed or emailed to you, once the application review process is completed.  You can also view and print your permit information online at this link, as long as you hold a current license.

Important Information Regarding License:

  • From this point on forward your issued License number, that you can view on the online License Search & Verification webpage, will be permanently assigned to you.


Bulk Dealer Permit

The following section explains the steps required to obtain a Bulk Dealer Permit.

Requirements for a Bulk Dealer Permit:

A Bulk Dealer Permit is required for any pesticide dealer that acts as a Producer Establishment and dispenses bulk pesticides into smaller containers and distributes the repackaged pesticides. 

How to Obtain a Bulk Dealer Permit:

Complete an Application for Permission to Deliver Bulk Pesticides to a Dealer's Facility and Permission for the Dealer to Dispense Bulk Pesticides (DP-42).

Completed DP-42 forms can be emailed to Pesticide.dealer@arkansas.gov
